EMN Inform: Access to autonomous housing in the context of international protection , Date: 2024.03.12, format: report, area: Authority

One of the main challenges reported by the EMN Member States and Serbia was the general shortage in the housing market and the lack of affordable housing, especially in urban and metropolitan areas.

The housing shortage has increased the cost of accommodation in the private market, posing a significant challenge for applicants and beneficiaries of international protection, who in many cases cannot afford rental prices or are unable to meet the deposit and guarantee require-ments. Another complicating factor in some EMN Member States is the limited availability of social housing and long waiting lists for access to such options. Some EMN Member States also reported discrimination against beneficiaries of protection and applicants for international protection by landlords, e.g. due to their nationality or lack of trust.

Several EMN Member States and Serbia have taken measures in this regard, such as providing financial support from public authorities to facilitate the payment of initial fees and deposits related to the signing of a rental contract, providing early information on access to own housing for applicants and beneficiaries of international protection, or improving coordination and cooperation between different actors supporting access to housing.
