Since 2017, the REAG/GARP programme has been complemented by the StarthilfePlus programme, which grants reintegration support to returnees in over 40 destination countries.

Voluntary returnees who leave the country with funding from the REAG/GARP 2.0 programme can receive the supplementary reintegration support StarthilfePlus, depending on the destination country. There is no entitlement to support.

In future, additional support services can be called up for other destination countries via the EURP (EU Reintegration Programme). This will lead to continuous programme adjustments within the framework of StarthilfePlus.

Financial support in the target country (2nd start-up aid)

Voluntary returnees who leave with the REAG/GARP 2.0 programme and receive start-up assistance can receive supplementary reintegration support in the following countries:

Algeria*, Armenia*, Bangladesh*, Benin, Burkina Faso, Cameroon*, China, Côte d'Ivoire, Democratic Republic of Congo (Kinshasa)*, Egypt*, Ethiopia*, Gambia*, Ghana*, Guinea*, Guinea Bissau, India*, Iraq*, Kenya*, Mali, Mongolia*, Morocco*, Niger, Nigeria*, Pakistan*, Russian Federation, Senegal, Sierra Leone, Sri Lanka*, Sudan, Tajikistan*, Togo, Tunisia*, Turkey*, Vietnam*

In selected StarthilfePlus target countries (marked with *), the funding amounts are lower, as funding is offered in these countries as part of the EURP (EU Reintegration Programme). Exception: In the case of vulnerability according to defined criteria and/or residence according to §§ 22-26 AufenthG, the regular funding amounts apply. This exception applies exclusively to the component "2nd start-up assistance in the country of destination".

Reintegration support in the area of housing

Voluntary returnees who leave the country with support from the REAG/GARP 2.0 programme and receive start-up assistance can receive additional reintegration support in the area of housing in the following destination countries: Azerbaijan, Iran and Lebanon.

Voluntary returnees who return to their country of origin under the REAG/GARP 2.0 programme and who have demonstrably been tolerated in Germany for at least two years can receive one-off financial support in the following destination countries and, if necessary, additional reintegration support in kind in the areas of housing and medical costs: Bosnia-Herzegovina and Montenegro.

For the target countries Albania, Georgia, Moldova, North Macedonia and Serbia, reintegration support is limited to one-off financial support, as reintegration support is available in these target countries through the EURP (EU Reintegration Programme).

The aforementioned reintegration support services are provided by the International Organization for Migration (IOM) on behalf of the German federal government, and are linked to REAG/GARP 2.0.
