EMN Flash #19 - 2021: Irregularly staying migrants , Date: 2021.09.05, format: report, area: Migration and residence

The EMN Flash presents a synopsis of the EMN Synthesis Report entitled "Responses to long-term irregularly staying migrants: practices and chal-lenges in the EU and Norway".

The group of irregularly staying persons includes individuals who are subject to a removal decision and are registered with the authorities, but cannot return to their countries of origin for legal or practical reasons. In addition, persons who are not in contact with the authorities may be staying in an EU Member State or in Norway irregularly.

The EMN Flash addresses the status under the law on residence and the social protection rights of persons staying irregularly. It also discusses measures intended to reduce the number of persons staying irregularly. Foremost among these are measures to promote return.
