The idea of establishing a system for the exchange of information on asylum and migration, as a contribution to the common asylum and immigration policies, emerged as early as 2001. In 2003, the European Commission decided on a three-year preparatory action to set up a European Migration Network to respond to the need for a better exchange of information on all aspects of migration and asylum policies.

Subsequent to a successful evaluation, the legal basis for the EMN was created on 14 May 2008 by Council Decision 2008/381/EC.

The EMN provides information about key developments in its annual activity reports (status reports). This report is sent to the European Parliament, the Council of the European Union, the Economic and Social Committee and the Committee of the Regions, and is used by the European Commission as a basis for its work.

To mark its 15th anniversary, the EMN has compiled a document highlighting the most important activities from 2018 to 2022 at both EU and national level.
